The Payor Advocacy Workgroup serves APTA Minnesota members by advocating on behalf of APTA MN and its members on issues relating to payment, payment policy, and restrictive actions by payors affecting payment of physical therapy services. The workgroup collaborates with the Payment Committee and Government Affairs to align strategy on payment and advocacy issues. The workgroup meets with payors in Minnesota to educate payors on the value of physical therapy services and asks payers to recognize and reward our value, and change restrictive policies and processes that adversely affect practice and payment. The workgroup includes members from many areas of physical therapy practice; each member contributes to issues, concerns or solutions related to their area of payment expertise.


  • Utilize payment expertise of workgroup members to understand payment issues and keep an ongoing log of issues and concerns APTA MN members have with payors and find ways to achieve resolution.

  • Build partnering relationships with payors to better resolve issues and find opportunities to improve payment. 

  • Work closely with the Payment Committee and Government Affairs to align advocacy strategies regarding payment regulations and issues.

Some issues are complex and may need input or advice from the workgroup and other experts; please be patient with us to get an informed response back to you. Your issue will be logged and addressed with the payor as part of other issues we discuss with payors.
