WHAT IS THE CONSUMER ACCESS BILL?
Introduced by MN APTA, HF 1189 / SF 1018 addresses the way in which consumer access physical therapy services in Minnesota.
Currently, a consumer can work with a physical therapist without a physician's referral for 30 days. If the physical therapy services are to extend beyond 30 days, then a referral is required by law.
Insurance policies vary with regards to referral requirements. Some do require a referral for coverage of services and some insurance plans allow for direct access to physical therapy without referral.
The Consumer Access to Physical Therapy Bill seeks to remove the 30-day referral requirement. Additionally, the bill removes other access barriers to physical therapists.

WHAT IS THE CURRENT STATUS OF THE BILL?
The bill was taken up by the House Health Licensing Subcommittee. It was amended and the intent of the bill was significantly compromised. As a result, Chief House Author Representative Paul Thissen tabled the bill so that it would not go to a vote.
WHAT WILL HAPPEN TO THE BILL IN 2008?
The bill, as amended in 2007, will be taken up again in the House Health Licensing Subcommittee. It is the intention of MN APTA to continue its efforts to remove access barriers to physical therapy in Minnesota.
